What the Highly Skilled Migrant route is
The Netherlands' route for skilled workers, and unusually simple: no points system, no language requirement, no ranking. Eligibility is a salary threshold and a recognised sponsor.
Your employer must be a recognised sponsor with the IND. That is the real gate. If they are not on the register, this route is closed regardless of your qualifications, and getting an employer recognised is a process they undertake, not you.
The thresholds for 2026
Gross monthly salary, excluding the holiday allowance:
- €5,942 at age 30 and above
- €4,357 under 30
- €3,122 on the reduced threshold, which applies to recent graduates of Dutch institutions and to holders of the orientation year permit
The reduced threshold is the one worth knowing about. A graduate of a Dutch university, or somebody on the orientation year, qualifies at a little over half the standard figure — which changes who can realistically use this route.
Getting to permanent residence
Five years of continuous legal residence, and a civic integration requirement at A2 — Dutch language and knowledge of Dutch society.
The integration requirement is the part nobody mentions at the start. It is not expensive, but it takes preparation and it cannot be done in the final month. People who arrive expecting a purely salary-based route are frequently surprised by it in year four.
Where it goes wrong
An employer who is not a recognised sponsor, discovered after the offer is accepted. A salary quoted including holiday allowance, which does not count towards the threshold. And the integration requirement left until the permanent residence application is being prepared, by which time it is too late to sit the exams without delaying everything.
The 30% ruling
Incoming highly skilled workers may qualify for a tax facility that treats a portion of salary as a tax-free allowance. It is applied for by the employer, it has its own conditions, and it has been narrowed in recent years — but where it applies it materially changes take-home pay. Ask about it before signing, not after.
Before you accept an offer
Confirm the employer is on the IND's public register of recognised sponsors. It is a searchable list, it takes two minutes, and it is the difference between a viable move and an offer that cannot produce a permit.
Who it suits
A qualified professional with an offer from a recognised sponsor who wants to be working in Europe quickly, without a points score, a language test or a ranked queue. On those terms it is one of the fastest routes in the EU.
