Being eligible and being invited are different things; the second depends on your Comprehensive Ranking System score against current draws.

Can I move to Germany without speaking German?
Yes, for some routes. The EU Blue Card has no language requirement, and the Opportunity Card accepts English at B2 instead of German. Many IT, engineering and research employers work in English. Nursing, teaching and most customer-facing roles need German at B1 or B2, and daily life outside large cities is difficult without it.

What is an ECA, and do I need one for Canada?
An ECA, or educational credential assessment, is a report from an organisation IRCC designates, stating what your foreign degree is equal to in Canada. You need one to enter Express Entry with foreign education, to claim education points, and to meet the Federal Skilled Worker minimum. WES issues most reports for Indian degrees, and a report is valid for five years.

Permanent residence is the right to live, work and study anywhere in Canada indefinitely, with access to public healthcare and most social benefits. It is not citizenship: you keep your Indian passport, you cannot vote, and you must be physically in Canada for 730 days in every five-year period to keep it.
