How Canada actually selects people

Canada runs the most transparent skilled-migration system of any major destination, and that is the practical reason most people start here. Almost all economic migration runs through Express Entry, a single pool managed by Immigration, Refugees and Citizenship Canada.

You are not applying when you enter the pool. You are ranking. Every profile receives a Comprehensive Ranking System score built from age, education, language test results, work experience and a handful of combinations between them. Every few weeks IRCC runs a round of invitations and takes everyone above a cut-off.

The cut-off is published after each round. So is the number of invitations. Nobody has to guess where the bar sits, which is unusual in this field — and it is why our Express Entry draw tracker reads the government's own feed rather than a number somebody typed in.

What this means for you

Three things follow from the design, and they are the three that decide most cases.

• Language is the largest single lever. More CRS points move on an IELTS or CELPIP band than on almost anything else you can change in a year. It is also the only input you can retake.
• Category-based rounds have changed the maths. IRCC now runs some rounds limited to specific fields — healthcare, trades, French speakers among them — at cut-offs well below the general rounds. A profile that is uncompetitive in a general round can be comfortably above the line in a category round.
• Provincial nomination is the other route in. A province can nominate you directly, which adds enough points to make an invitation effectively certain. Each province runs its own streams and its own criteria.

Where it goes wrong

The common failure is not ineligibility. It is an expired language test, a reference letter that does not state hours and duties in the form IRCC expects, or an educational credential assessment started too late. Express Entry gives you a fixed window to submit once invited, and that window does not move.
